Public Interest channels are free to all regular commercial DISH subscribers, no matter which package you choose (unless you choose a non-profit or ala carte type of service). However, since these channels are on a second satellite some subscribers may require a second dish to get them. DISH may charge existing subscribers an installation fee for to have the second dish put in, or to give you a dish upgrade, but the channels are free, so there is no additional monthly cost.
